Click on the 'Normalize' tool - in most cases, this will help to make the voice-over clearer. If it also amplifies extraneous noise, just cancel it. You can also use the Equalizer - either manually or choose a ready-made preset Additionally, you can try 'noise suppression' if there is too much noise on the recording.
